Chapter I General Provisions

Article 1 In order to adhere to and strengthen the party's overall leadership, carry forward the glorious tradition of "building branches in the company", implement the requirements of the party to manage the party and comprehensively and strictly govern the party, comprehensively enhance the organizational strength of the Party branch, strengthen the political function of the Party branch, give full play to the role of the Party branch as a fighting fortress, and consolidate the organizational foundation of the party's long-term governance, this article is formulated in accordance with the constitution of the Communist Party of China and relevant inner-party laws and regulations For example.

Article 2 a party branch is the basic organization of the party, the basic unit for the party organization to carry out its work, the fighting fortress of the party in the social grass-roots organizations, and the foundation of the party's overall work and combat effectiveness. It bears the responsibilities of directly educating, managing, supervising, organizing, publicizing, condensing and serving the party members.

Article 3 the work of a party branch must follow the following principles:

(1) adhering to the guidance of Marx Lenin doctrine, Mao Zedong thought, Deng Xiaoping theory, the important thought of "Three Represents", and the socialist ideology of China with Scientific Outlook on Development and Xi Jinping in the new era, we should abide by the party constitution, strengthen our ideological and theoretical arms, and strengthen our ideals and convictions, never forget our original mind, bear in mind our mission, and always maintain the advanced nature and purity.

(two) adhere to the party's political construction in the first place, firmly establish the "Four Consciousnesses", strengthen the "four self confidence", accomplish the "four obedience", take a clear-cut view of politics, firmly uphold the core of the general secretary Xi Jinping's Party Central Committee and the core position of the whole party, and resolutely safeguard the central authority and centralized and unified leadership of the CPC Central Committee.

(3) Adhere to the party's purpose and mass line, organize and guide Party members and the masses to listen to and follow the party, and become the backbone of Party members and the masses.

(4) We should adhere to democratic centralism, carry forward inner-party democracy, respect the dominant position of Party members, strictly enforce Party discipline, improve the ability to solve their own problems and enhance vitality.

(5) We must focus on the central task and serve the overall situation, give full play to the initiative and creativity, and ensure the implementation of the party's line, principles, policies and decision-making arrangements.


Chapter II organizational setup

Article 4 Party branches are generally set up in units and regions, and are mainly set up separately. All enterprises, rural areas, government organs, schools, scientific research institutes, communities, social organizations, the people's Liberation Army and the armed police force company (middle) and other grass-roots units with more than three formal party members shall establish Party branches.

The number of members of a party branch is generally no more than 50.

Article 5 the form of setting up party branches shall be innovated in combination with the actual situation, so that Party organizations and party work can be fully covered.

A party branch shall be set up in large-scale, trans regional farmer specialized cooperative organizations, specialized markets, commercial blocks, commercial buildings, etc., which meet the requirements.

Units with less than three full-time party members shall establish a joint party branch in accordance with the principles of geographical proximity, similar industries, appropriate scale and easy management. Generally, the number of units covered by the United Party branch is not more than 5.

A party branch shall be established for a project or work project that lasts for more than six months and meets the requirements.

If there are a large number of Floating Party members and their working place or residence place are relatively fixed and concentrated, the party organizations in the outflow place shall flow into the local Party organizations through business flow, and establish the party branches of mobile party members relying on parks, chambers of Commerce, trade associations and offices stationed in other places.

Article 6 the establishment of a party branch shall generally be applied for by the grass-roots unit, and the grass-roots Party committee of the township (street) or unit where it is located shall hold a meeting to study, decide and give an official reply. The time for approval shall generally not exceed one month.

After the approval of the grass-roots Party committee, the grass-roots unit shall hold a general meeting of Party members to elect the secretary or deputy secretary of a party branch committee or a party branch without a committee. The approval and election results shall be submitted by the grassroots Party committee to the Organization Department of the higher Party Committee for the record.

According to the needs of work, the higher Party committee can directly make a decision to establish a party branch in the grass-roots units.

Article 7 If a party branch no longer meets the requirements for establishment due to changes in the number of Party members or the units and regions to which they belong, the party organizations at higher levels shall promptly adjust or cancel them.

Generally, the adjustment and cancellation of a party branch shall be reported by the Party branch to the grass-roots Party committee of the township (sub district) or unit where it is located for approval. It may also be decided directly by the grass-roots Party committee of the township (street) or unit where it is located, and shall be reported to the Organization Department of the Party committee at a higher level for the record.

Article 8 if the relationship between Party members and organizations is not transferred to an organization temporarily established to perform a certain task, a temporary Party branch may be established with the approval of the party organization at a higher level.

The temporary Party branch mainly organizes party members to carry out political study, educate, manage and supervise Party members, and educate and train activists for joining the party. Generally, it does not recruit Party members, punish and dispose party members, collect party fees, elect representatives to the Party Congress and change the term of office.

The Secretary, deputy secretaries and members of a temporary Party branch shall be appointed by the party organization that approved its establishment.

After the temporary organization is abolished, the temporary Party branch will be cancelled naturally.


Chapter III basic tasks

Article 9 the basic tasks of a party branch are as follows:

(1) Publicize and implement the party's theory, line, principles and policies, publicize and implement the resolutions of the Party Central Committee, higher Party organizations and their party branches. Discuss and decide on or participate in the decision on important matters of their own departments and units, give full play to the vanguard and exemplary role of Party members, unite and organize the masses, and strive to complete the tasks undertaken by their respective departments and units.

Strengthen and improve the management of Floating Party members. Care for and help Party members with difficulties and veteran party members. We should do a good job in collecting, using and managing party fees. Handle unqualified party members in accordance with regulations.

(4) Keep close contact with the masses, publicize the party's policies to the masses, keep abreast of the masses' criticisms and opinions on Party members and the party's work, understand the demands of the masses, safeguard the legitimate rights and interests of the masses, do a good job in Ideological and political work of the masses, and pool the wisdom and strength of the masses. To lead the trade unions, the Communist Youth League, women's organizations and other mass organizations in their respective departments and units, and support them to carry out their work independently and responsibly in accordance with their respective statutes.

(5) We should educate and train activists who are required to join the party, do a good job in recruiting party members on a regular basis, put political standards in the first place, strictly enforce procedures and discipline, and develop party members with pure political quality. We should find, train and recommend excellent talents among party members and the masses.

(6) To supervise Party members, cadres and other staff members to strictly abide by the laws and regulations of the state, the financial and economic regulations and the personnel system of the state, and shall not encroach on the interests of the state, the collective and the masses.

(7) Seek truth from facts, put forward opinions and suggestions on the party's construction and work, and report important situations to the party organizations at higher levels in a timely manner. We should educate Party members and the masses to consciously resist unhealthy tendencies and resolutely fight against all kinds of violations of discipline and law.

(8) According to the regulations, the party members and the masses shall be informed of the work of the party and the relevant affairs within the party shall be made public.

Article 10 party branches in different fields shall, in light of the actual situation, undertake their respective key tasks

(1) The village Party branch leads all kinds of organizations and work under the village, carries out work around the implementation of Rural Revitalization Strategy, organizes and leads farmers to develop collective economy, takes the road of common prosperity, leads village level governance, and builds harmonious and beautiful countryside. The Party branch of poor villages should mobilize and lead the masses to win the battle of poverty alleviation.

(2) The community party branch is responsible for leading all kinds of organizations and work in the community, focusing on consolidating the ruling foundation of the party in the city and improving the well-being of the masses, leading the grassroots social governance, organizing and integrating the resources of the jurisdiction, serving the community masses, maintaining harmony and stability, and building a beautiful home.

(3) The party branches in state-owned enterprises and collective enterprises guarantee the supervision of the implementation of the party's and state's principles and policies, carry out work around the production and operation of enterprises, participate in the decision-making of major issues of enterprises according to regulations, serve the reform and development, unite the staff and workers, build enterprise culture, and create first-class achievements.

(4) The Party branch in Colleges and universities should ensure the supervision of the implementation of the party's educational policy, consolidate the guiding position of Marxism in the ideological field of colleges and universities, strengthen the ideological and political guidance, build a solid foundation of students' ideals and beliefs, implement the fundamental task of moral cultivation, and ensure the completion of all tasks of teaching and scientific research management.

(5) The party branches in non-public economic organizations shall guide and supervise enterprises to strictly abide by the laws and regulations of the state, unite and unite the masses of workers, safeguard the legitimate rights and interests of all parties in accordance with the law, build advanced enterprise culture, and promote the healthy development of enterprises.

(6) The Party branch of social organizations guides and supervises social organizations to practice according to law and to work in good faith, educate and guide the masses of workers to enhance their political identity, and guide and support social organizations to participate in social governance, provide public services and bear social responsibilities in an orderly manner.

(7) Party branches in public institutions should ensure the correct direction of supervision, reform and development, participate in important decision-making, serve the growth of talents and promote the development of undertakings. Party branches in public institutions that play a leading role discuss and make decisions on major issues.

(8) Party branches of the party and state organs at all levels carry out their work around service centers and construction teams, give play to the role of education, management and supervision of Party members, and assist the administrative heads of their departments to complete their tasks and improve their work.

(9) The Party branch of mobile party members should organize the floating Party members to carry out political study, live a good organizational life, conduct democratic evaluation, guide Party members to fulfill their obligations, exercise their rights and give full play to their role. For the floating Party members whose organizational relationship is not in their own party branch, the Party branch where the organizational relationship is located shall be informed.

(10) The Party branch of retired cadres and workers shall publicize and implement the party's line, principles and policies, organize and participate in the study, carry out the party's organizational life, listen to opinions and suggestions, and guide them to play their role in combination with their own actual situation.


Chapter IV Working Mechanism

Article 11 the general meeting of Party members of a party branch is the decision-making organ of a party branch. It is attended by all Party members and is generally held once a quarter.

The functions and powers of the Party branch congress are: to listen to and examine the work reports of the Party branch committee; to carry out the election of the Party branch in accordance with the provisions, recommend candidates to attend the Party Congress at a higher level and elect the representatives to attend the Congress; to discuss and vote on accepting the probationary party members and probationary members to become regular members, to extend the probationary period or to disqualify probationary members; and to discuss and decide on the right to Party members shall be commended, organized and disciplined, and other important matters shall be decided.

Important matters of villages and communities, as well as matters closely related to the interests of the masses, must be discussed at the general meeting of the Party branch members.

The topic of the general meeting of Party members of a party branch shall be fully discussed before it is submitted to a vote. Voting can only be carried out when more than half of the party members with the right to vote are present at the meeting. If the number of votes exceeds half of the members who should have the right to vote at the meeting, it shall be passed.

Article 12 the Party branch committee is the leading body of the Party branch's daily work.

The meeting of the Party branch committee is generally held once a month. It can be held at any time as needed to discuss and make decisions on the important work of the Party branch. A meeting of a party branch committee shall not be held until more than half of its members are present. Important matters shall be discussed at the meeting of the Party branch committee before being submitted to the general meeting of the party members for decision.

Article 13 A Party branch with a large number of Party members or with relatively scattered places of work and residence shall, in accordance with the principle of facilitating the organization and development of activities, divide into several party groups and set up Party group leaders. The leader of a party group shall be appointed by the Party branch or recommended by the members of the Party group.

The Party group mainly implements the work requirements of the Party branch and completes the tasks arranged by the Party branch.

The Party group meeting is generally held once a month to organize party members to participate in political study, heart to heart talks, criticism and self-criticism.

Article 14 the Party branch secretary shall call and preside over the general meeting of the Party branch members and the meeting of the Party branch committee. If the secretary is unable to attend the meeting, he may entrust a deputy secretary or a member of the committee to call and preside over the meeting. The Party group meeting shall be convened and presided over by the leader of the Party group.


Chapter V organizational life

Article 15 a party branch shall strictly implement the party's organizational life system, carry out criticism and self-criticism regularly, seriously and seriously, so as to enhance the political, epochal, principled and militant nature of the party's political life.

Leading cadres of Party members shall take the lead in participating in the organizational life of their party branches or groups.

Article 16 A Party branch shall organize party members to attend party meetings, Party group meetings and party lectures on schedule, and hold regular meetings of Party branch committees.

"Three meetings and one lesson" should stress political study and education, stress the party spirit exercise, take "two studies and one practice" as the main content, combine the party members' ideology and work reality, determine the theme and specific methods, and achieve diversified forms and solemn atmosphere.

Party class should aim at Party members' ideology and work practice, respond to the problems of general concern, pay attention to the people around them to talk about things around them, and enhance their appeal. Leading cadres of Party members shall give party lectures to grassroots party members on a regular basis, and the Secretary of the Party committee (Party group) shall give party lectures at least once a year.

The Party branch carries out the theme party day on a relatively fixed day every month, organizing party members to study intensively, lead organizational life, conduct democratic deliberation and volunteer service, etc. Before the theme party day is launched, the Party branch should carefully study and determine the theme and content; after the theme party day is launched, it should pay attention to the organization and implementation of the agreed items.

With the consent of the party organization, the party organization of the unit to which he belongs may incorporate a party branch or a party group and participate in organizational life.

Article 17 the Party branch shall hold at least one meeting of organization and life every year, which is generally arranged in the fourth quarter or may be held at any time according to the needs of work. The organization and life meeting is usually held in the form of a party branch meeting, a party branch committee meeting or a party group meeting.

To organize a life meeting, we should determine the theme, study carefully before the meeting, talk heart to heart and listen to opinions; at the meeting, we should check and set out problems, carry out criticism and self-criticism, and clarify the direction of rectification; after the meeting, we should formulate rectification measures and implement them one by one.

Article 18 the Party branch generally carries out a democratic evaluation of Party members once a year, and organizes party members to analyze the party spirit according to the standard of qualified party members and the oath of joining the party, and in the light of personal reality.

The Party branch shall hold a general meeting of Party members, and organize party members to conduct evaluation in accordance with the procedures of individual self-evaluation, mutual evaluation of Party members and democratic evaluation. For a party branch with a large number of Party members, individual self-evaluation and mutual evaluation of Party members can be conducted within the scope of the Party group. The meeting of the Party branch committee or the general meeting of Party members shall put forward evaluation opinions according to the evaluation and the daily performance of Party members.

Democratic appraisal of Party members can be carried out together with the organization and life meeting.

Article 19 A Party branch shall often carry out heart to heart talks. Generally speaking, heart to heart talks among Party branch members, between Party branch members and Party members, and between Party members and Party members shall not be less than once a year. Heart to heart talk should be frank with each other, exchange ideas, exchange opinions and help improve.

The Party branch should pay attention to analyzing the ideological and psychological state of Party members. The Party branch secretary shall help to conduct psychological counseling for Party members who have major family changes, major difficulties, and prominent problems in physical and mental health. For Party members who have been punished and have adverse reactions, Party branch secretaries should do a targeted job in Ideological and political work.


Chapter VI Construction of Party branch committees

Article 20 a party branch with more than seven full-time party members shall establish a party branch committee. The Party branch committee is composed of three to five members, usually no more than seven.

The Party branch committee shall have a secretary, organization member, propaganda member, discipline inspection member, etc., and may have a deputy secretary when necessary.

A party branch with less than seven full-time party members shall have a secretary and, if necessary, a deputy secretary.

Article 21 The term of office of the village and community party branch committees is five years, and the term of office of other grass-roots unit Party branch committees is generally three years.

The Party branch committee is elected by the general meeting of the Party branch members, the Secretary and Deputy Secretary of the Party branch are generally elected by the meeting of the Party branch committee, and the Secretary and Deputy Secretary of the Party branch without a committee are elected by the general meeting of the Party branch members. The elected members of a party branch shall be reported to the party organization at a higher level for the record; the Secretary and Deputy Secretary of a party branch shall be submitted to the party organization at a higher level for approval. If there is a vacancy in the Secretary, deputy secretary or member of a party branch, a by election shall be conducted in a timely manner. When necessary, Party organizations at higher levels may appoint Party branch secretaries or deputy secretaries.

We will establish and improve the mechanism for reminding and supervising the Party branch to change its term on schedule. According to the subordination relationship of the party organization and the management authority of cadres, the higher-level party organization generally reminds the Party branch that the term of office has expired in the form of letter or telephone notice six months in advance to make preparations for the change of office. If it is necessary to extend or advance the term of office change, it shall be carefully examined and checked, and the time limit for extension or advance shall not exceed one year.

Article 22 the Secretary of a party branch shall preside over the overall work of the Party branch, supervise and urge other members of the Party branch to perform their duties and play their roles, do a good job in the self construction of the Party branch committee, and report its work to the Party branch committee, the general assembly of Party members and the party organization at a higher level.

The Deputy Secretary of the Party branch shall assist the Secretary of the Party branch in carrying out his work. Other members of the Party branch shall carry out their work in accordance with the division of responsibilities.


Article 23 the Secretary of a party branch shall have good political quality, love the work of the party, have a certain level of policy theory, organization and coordination ability and the ability of mass work, dare to take on the responsibility, be willing to contribute, play the vanguard and exemplary role with hair, have high prestige among the party members and the masses, and generally have more than one year of Party membership.

Article 24 the party organizations at higher levels shall, in light of the actual situation in different fields, highlight political standards, adopt various ways to select qualified excellent party members as Party branch secretaries in accordance with organizational procedures.

Villages and communities should pay attention to the selection of Party branch secretaries from villagers with strong ability to bring wealth, demobilized veterans, business and migrant workers, rural teachers, rural doctors, social workers, college students, village officials, retired cadres and other groups. If there is no suitable candidate, the party organization at a higher level may select party branch secretaries from different regions or from government organs, enterprises and institutions. According to the needs of work, superior party organizations can select outstanding cadres to serve as the first Secretary of Party branches in villages and communities to guide and help Party branch secretaries to carry out their work. They are mainly responsible for building and strengthening Party branches, promoting central work, serving the people, and improving the level of governance. Qualified party branch secretaries of villages and communities may act as directors of villagers' committees and residents' committees through legal procedures.

In general, secretaries of Party branches of government organs, state-owned enterprises and institutions shall be the principal responsible persons of their own departments and units, and may also be other persons in charge of their own departments and units. According to the needs of work, the party organizations at higher levels may appoint Party members and cadres as full-time Party branch secretaries.

In non-public economic organizations and social organizations, Party branch secretaries are generally selected from the management, and attention should be paid to Selecting Party branch secretaries from business backbones. If there is no suitable candidate, the Party branch secretary may be selected by the party organization at a higher level.

We should strengthen the construction of the reserve team of Party branch secretaries, pay attention to the cultivation of outstanding Party members as the reserve talents of Party branch secretaries, and establish a reserve talent pool of Party branch secretaries in villages, communities and other fields.

Article 25 the party organizations at higher levels shall regularly train secretaries, deputy secretaries and other members of Party branches.

The training of Party branch secretaries shall be incorporated into the education and training plan for Party members and cadres, and the new Party branch secretaries shall be provided with post training. The Organization Department of the central committee organizes demonstration training for Party branch secretaries, and local governments, industries and systems generally carry out rotation training for all Party branch secretaries according to the subordinate relationship of Party organizations. The Secretary of a party branch shall participate in the centralized rotation training held by the party organization at or above the county level at least once a year. Pay attention to overall arrangement, prevent frequent participation in training, and ensure that the Party branch secretary does a good job in daily work.

The training of Party branch secretaries, deputy secretaries and other members should highlight the party's basic theory, basic policies, basic knowledge, basic requirements of party affairs, fine tradition and style of the party, party rules and discipline, etc. We should give full play to the role of excellent Party branch secretaries.

Article 26 emphasis shall be placed on the selection of township and street leading cadres from excellent village and community party branch secretaries, the examination of civil servants and the recruitment of public institution personnel.

Cultivate and establish advanced models of Party branch secretaries, and give commendations to excellent Party branch secretaries.

Article 27 members of a party branch committee shall consciously accept the supervision of the party organizations at higher levels, Party members and the masses, and strengthen mutual supervision.

Every year, the Secretary of a party branch shall report his / her duties to the higher-level party organization and the general meeting of Party members of the Party branch, and accept the evaluation and assessment. The assessment results shall be used as an important basis for the evaluation, selection and use.

Article 28 the working mechanism of continuously rectifying weak and lax party branches shall be established. If it is not suitable to hold the post of secretary, deputy secretary or member of a party branch, the party organization at a higher level shall make timely adjustments. The party organizations at higher levels should deal with such problems as canvassing and bribery in general election, clan religion and interference and infiltration of evil forces.


Chapter VII leadership and guarantee

Article 29 Party committees (Party groups) at all levels shall regard the construction of Party branches as the most important basic construction, regularly study and discuss, strengthen leadership guidance, and earnestly perform the main responsibility. Party committees at the county level should study the construction of Party branches at least once a year.

The secretaries of Party committees (Party groups) at all levels should take the lead in establishing contact points of Party branches, take the lead in investigating and studying grass-roots units, discover and solve problems, and sum up experience in popularization.

Article 30 the organizational departments of the Party committee shall regularly analyze, study and judge the construction of Party branches, strengthen classified guidance, supervision and inspection, expand the increment of advanced Party branches, enhance the level of intermediate party branches, and rectify the backward party branches. We should strengthen the standardization and standardization of Party branches. Grassroots party committees should generally be equipped with full-time and part-time organizers to strengthen the specific guidance for the construction of Party branches.

The organization departments of Party committees at all levels should pay attention to understand and master the daily performance of Party members and cadres through Party branches, and the cadres' investigation should listen to the opinions of the party branches where the objects of investigation belong.

Village and community party branch secretaries shall be included in the Organization Department of the county Party Committee for record management.

Article 31 the work of the village and community party branches shall be included in the inspection and supervision of the county Party committee.

Article 32 the construction of Party branches shall be included in the important contents of the appraisal and assessment of the work report of Party committee secretaries at all levels to grasp the work of Party building at the grass-roots level, and serve as an important basis for judging the performance of their political responsibilities of managing the party and governing the party. If the Party branch construction is not effective and various work is not implemented, the Party committee at higher levels and its organizational departments shall hold interviews. If there are serious problems in the construction of Party branches, and the party members and the masses strongly reflect on them, they shall be held accountable in accordance with the provisions.

Article 33 Party organizations at all levels shall provide necessary conditions for Party branches to carry out their work and provide financial guarantee. We should strengthen the ability of village and community party branches to guarantee the operation funds, implement the remuneration of Party branch secretaries in villages and communities, and establish a normal growth mechanism according to the local economic development level. Financial support should be given to the party branches of non-public economic organizations and social organizations. We should strengthen the construction of activity venues for grass-roots party organizations in villages, communities and parks, and actively use modern technology and information technology to give full play to the comprehensive functions of office discussion, Party activities and convenience services.

Party expenses managed by Party committees at or above the county level shall be allocated to Party branches in a certain proportion each year, focusing on supporting party branches in poverty-stricken villages, Party branches in difficult state-owned enterprises, Party branches in non-public economic and social organizations, Party branches of mobile party members, and Party branches of retired cadres and workers.


Chapter VIII supplementary provisions

Article 34 the grass-roots party committees and general Party branch committees of villages and communities shall be implemented in accordance with these regulations.

Article 35 The Central Military Commission may formulate relevant provisions in accordance with these regulations.

Article 36 the Organization Department of the Central Committee shall be responsible for the interpretation of these regulations.

Article 37 these Regulations shall come into force on October 28, 2018. If the provisions of other party branches are inconsistent with these regulations, these Regulations shall prevail.
